Capital Delivery designs the platform model that Capital Delivery's operating entities build and operate within. Every corridor, every compliance gate, every capital instrument, every JV structure originates here. The platform model is the intellectual and structural product of CD&F — built on 20 years of deal architecture across government, institutional, and private sector engagements.

Capital Delivery designs the compliance architecture that governs every Capital Delivery transactional event — ICGLR, Fairmined, LBMA, Dodd-Frank, OECD DDG. These are not checkbox exercises. They are the structural standards that give Capital Delivery's material access to sovereign institutional buyers that informal channels and non-compliant operators cannot reach.

Continental Expansion Strategy
The five-phase continental scaling roadmap — Gold, Copper, Critical Minerals, Agriculture, Power, Infrastructure — is — from the Tanzania gold platform through copper, critical minerals (cobalt, coltan, lithium, manganese), agriculture, power, and beyond across EAC, SADC, COMESA, and the Lobito corridor — is CD&F's strategic architecture. Each new platform, corridor, and sector is designed at the CD&F level before operating entities are established to execute within it.

Capital Delivery & Frameworks was not founded to enter Africa. It was built to solve a structural problem that no existing institution had the architecture to address — how to connect capital and institutional demand to markets that formal channels had written off as inaccessible.

2006
Founded — Washington, DC
Capital Delivery & Frameworks established in Washington, DC. The founding thesis: institutional-grade infrastructure is missing from the most resource-rich markets in the world — not because those markets are unattractive, but because the framework to operate within them had never been built.
2008
Formalized as US Government Contractor
CD&F formally established as a US Government contractor — a designation that confers access, credibility, and compliance standing that private sector entities without this status cannot obtain. The contractor framework became the institutional foundation for every subsequent government and sovereign engagement.
2015
Tanzania Engagement Begins
CD&F principals begin direct, sustained investment in Tanzania — building government relationships, assessing the sovereign institutional infrastructure, and identifying the specific access points that would make the Capital Delivery platform model executable in East Africa. Years of on-ground investment before a single transaction was structured.
2019
A4N Group Limited JV — Platform Architecture Confirmed
December 2019 — formal JV partnership established with A4N Group Limited (formalized as CDA4N), Tanzania's State Mining Corporation. The two independent institutional value chains — CD&F's demand-side architecture and STAMICO's 40+ year supply-side institutional relationships — formally combined into one platform. The architecture CD&F designed proved executable.
2022
CDA4N Operational Launch
Capital Delivery A4N Group Limited — the Tanzania operating entity — launches commercially. First transactions completed at Mwanza Refinery. 100% settlement standard achieved as the operational objective on every event since launch. Cumulative investment in Tanzania since 2022: nearly $500,000 — and continuing.
2026
Commercial Scale — Continental Expansion
Q2 2026 commercial launch target. Capital Delivery Africa operationalizing as the continental platform entity. Mauritius holding structure in finalization. The framework CD&F conceived in 2006 is now executing at institutional scale — with the continental expansion architecture already drawn.
